Columbia Basin College ("CBC" or the "College") seeks a Fiscal Specialist 2 to perform a variety of complex fiscal duties in support of Accounting Services by interpreting and applying rules and procedures to specialized fiscal operations. Responsibilities include reviewing, developing, and maintaining accurate record keeping, reviewing fiscal activity for compliance with federal and state regulations, and exercising independent judgement in job process and problem resolution. This position reports to the Assistant Director for Accounts Receivable & Accounts Payable. This position is open until filled. PRIMARY RESPONSIBILITIES:Perform all essential accounts receivable and accounts payable functions as required, in accordance with internal control procedures;Evaluate and process payables/receivables; compile and prepare periodic summaries and reports; develop, distribute, and process potential student drop lists and information for payment due date reminders sent out to students;Prepare specialized reports; conduct special studies to research and/or justify fiscal requests/needs; Reconcile and verify expenditures made using P-Cards and Purchase Orders using state, federal, contract, and local budgets by investigating and correcting errors;Arrange all air travel according to policy; review, approve, and monitor travel paperwork, expenditures, and activities to ensure compliance with local and state regulations, policies, procedures, and contracts; develop, interpret, and maintain internal travel procedures;Prepare and verify all accounts for compliance with 1099 reporting requirements; distribute 1099 forms to pertinent parties in accordance with Internal Revenue Service regulations and local policies;Analyze, modify and recommend improvements in subsidiary and general fiscal record keeping systems; apply knowledge of accounts and program relationships, data flow, audit trails and internal controls to design and implement financial data systems;Maintain image check system for paid issues in accordance with internal control procedures;Consult with funding agencies to resolve problems and/or obtain approval for deviation from authorized procedures or expenditures; Select, develop, implement and/or modify manual or automated fiscal reporting/tracking systems to address specific unit needs; Perform duties of Fiscal Specialist 1; andPerform other related job duties as assigned. REQUIRED QUALIFICATIONS:Associate's degree in Accounting, Business or equivalent from an institutionally accredited college or university; andTwo (2) years of fiscal record keeping experience; OROne year of relevant work experience as stated above may be substituted for each year of required education. For example, if you do not have an Associate's degree, but have one (1) year of coursework in Accounting, Business or equivalent, you may substitute three (3) years of relevant experience for the required education; ORConversely, one (1) year of relevant 300-400 level coursework/education in the disciplines stated above may substitute for one (1) year of required experience. For example, if you have a Bachelor's degree in Accounting, Business or equivalent, but no years of experience in fiscal record keeping, your application may be considered qualified.
