JOB DESCRIPTION:

ANSER is seeking a Systems Engineer for the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO). The OCIO develops and maintains a single, DHS-wide Information Technology (IT) infrastructure environment that is reliable, accessible, and secure, ensuring operational excellence from the workstation to the data center to the mission application.

The primary purpose of the position is to provide strategic technical planning, project management, performance engineering, risk management, interface design, and technical support services to implement System Engineer Life-Cycle Management (SELC) for DHS OCIO information systems.

The Systems Engineer will be responsible for the following:

Provide technical guidance to improve the accuracy, stability, and overall performance of DHS OCIO information systems while adhering to regulatory requirements.

Provide technical expertise for design, development, and evaluation of end-to-end systems and systems-oriented products through the systems development and operational life cycles.

Perform research, analyze, define, monitor, evaluate, forecast and assess the enterprise architecture, systems engineering, quality assurance, and software development.

Write clear, concise, and non-ambiguous system requirements.

Install, configure, evaluate, and maintain operating systems, application software and system management tools.

Write and maintain custom scripts to increase system efficiency.

Develop Test and Evaluation Master Plans (TEMPs) and disposition plans for disposal of systems when end-of-life is reached.

Provide engineering support to leadership in preparation of and during System Engineering Technical Reviews (SETRs).

Identify, report, and resolve technical security violations.

Conduct Analysis of Alternatives (AoAs), Course of Actions (CoAs), Trade Studies, and Engineering Assessments.

Consult with vendors and other IT personnel for problem resolution.

EDUCATION AND EXPERIENCE:

BS/BA degree in Systems Engineering or in related technical or scientific fields such as engineering, physics, or mathematics.

Masters degree in Systems Engineering or comparable engineering discipline preferred.

Minimum of 12 years of professional experience including 7 years in Systems Engineering.

Licensure as a professional engineer.

Experience with and strong understanding of systems engineering lifecycle.

Proven working experience in designing, installing, configuring, and troubleshooting Windows based Special Access Program (SAP) environments.

Knowledge of and experience in assessing compliance for systems relative to customer and industry best practices.

Experience in solution planning, requirements identification, gathering, interpretation, and analysis.

Experience with managing virtual clusters and hosts.

Experience managing with thin client environments a plus.

Significant experience administering Microsoft related technologies: Windows Server 2016, Exchange, SQL, GPOs, Active Directory, etc.

Strong understanding of backup systems: Symantec Backup Exec, Veritas, etc.

Solid scripting skills: PowerShell, Python, etc.

Working knowledge of a wide range of datacenter technologies.

Strong communication, briefing and technical writing skills required.

Top Secret or TS/SCI Clearance.
